 refactor(ci)!: split the .dockerignore bridge into a check/generate pair 
Follows m6e/core: pf-bridge-dockerignore-check feeds projectfile-is-synced (the
--check gate, every plane), pf-bridge-dockerignore-generate feeds
projectfile-sync (m6e only).
